On January 20, 2016, Propst declared his candidacy for the U.S. Senate. Sen. Michael Bennet, D-Colo., was one of the most vulnerable Democrats in 2016, according to the national media, and Propst hoped to topple him.
Public outcry erupted before Propst’s first election as a county commissioner as a result of El Paso County Commissioners including what was perceived as purposefully deceptive language on the 2010 ballot.
The question on the ballot was whether the term limit for county politicians should be three. Some voters alleged they were tricked after the legislation passed.
Commissaries could only serve a maximum of two terms, and critics charged that a term extension was made to appear as a decrease. Propst tried to reword the question after taking office in 2011 so that it would be less unclear. The two-term limit was reinstated by voters in 2011.
