Review body said to have told DfE 3% rise is inadequate, and has instead recommended 5%

Teaching unions have warned that strikes may still be called in England despite reports of an improved offer being considered by the Treasury.

Mary Bousted, the joint general secretary of the National Education Union (NEU), welcomed suggestions of a 5% pay rise but feared it still amounted to a pay cut after taking inflation into account.
