WASHINGTON—The chief executives of Exxon Mobil Corp., Chevron Corp. and other top oil-industry leaders faced questioning from a House committee Wednesday on why gasoline prices have hit near-record levels.

The hearing is shaping up as another skirmish over who is responsible for the drubbing motorists are taking at the pumps. Oil-industry executives point to market forces, while Republicans say the Biden administration has made things worse by discouraging domestic oil production.
