The Federal Reserve is only in the initial stages of what will likely be a secondary role in helping the U.S. address climate change risks, Federal Reserve Chairman Jerome Powell said in congressional testimony this week.

Mr. Powell appeared before a Senate committee on Tuesday and a House committee on Wednesday as part of a joint appearance with Treasury Secretary Steven Mnuchin to discuss the coronavirus pandemic’s impact on the economy.
