WASHINGTON—Congress appeared on track to extend government funding through Feb. 18 and send legislation to President Biden’s desk to avoid a partial shutdown this weekend.

Top Republicans and Democrats reached an agreement on the spending plan Thursday morning, moving to quickly maneuver it through both the House and Senate before the expiration of current government funding at 12:01 a.m. EST on Saturday.
