A United Nations panel of experts tasked with monitoring international sanctions on North Korea has fallen into dysfunction, people familiar with the matter said, as China seeks to help its ally and feuds with the U.S.

The eight-member panel’s forthcoming report finds that Pyongyang continues to use shell companies, mask the identities of ships and engage in other tactics cited in previous reports to evade sanctions and further its nuclear and ballistic missile programs, according to a draft viewed by The Wall Street Journal.
