TikTok exploded as a social-media app with silly videos featuring lip-syncing, dance moves and practical jokes. Now some users are creating endless feeds of war memes and state propaganda that are influencing global perspectives on the conflict in Ukraine.

That transformation presents the short-video app, whose parent is Chinese technology giant ByteDance Ltd., with one of its biggest challenges since it was launched about five years ago.
