Early years providers say plan will do little to address staffing crisis affecting number of available places

Ministers have found an 11th hour “workaround” to address parents’ concerns around accessing new free childcare hours, in an attempt to get a grip on chaos surrounding the pledge’s rollout.

On Monday, the prime minister admitted there were “some practical issues” with his plan to expand access to free childcare but insisted the project would go ahead as planned in England.
