The European Union plans to hit Russian President Vladimir Putin and Foreign Minister Sergei Lavrov with sanctions, three EU officials and diplomats said, as the bloc readies a second package of sanctions on Russia over its attack on Ukraine.

The EU will freeze any assets of Mr. Putin and Mr. Lavrov in the bloc but won’t impose the usual travel ban sanction on the Russian leaders in a bid to keep open a channel for diplomacy.
