The Biden administration is appealing a federal-district court ruling in Louisiana that it says could delay lease sales and permits for oil-and-gas drilling on federal lands.

At issue is the Biden administration’s attempt to adopt a sevenfold increase in a metric called the social cost of carbon, which assigns a dollar value to the harm caused by greenhouse gas emissions.
