WASHINGTON—House lawmakers are moving ahead with legislation making internet platforms more accountable to online users in what is expected to be a showdown between Washington and Silicon Valley.

The legislation under consideration would scale back the sweeping legal protections that tech companies have enjoyed since the 1990s. Those protections are contained in Section 230 of the Communications Decency Act of 1996, a provision that big tech companies view as a cornerstone of the modern internet.
