WASHINGTON—House Democrats plan to fast-track a vote on relaxing regulations regarding baby formula in an effort to boost availability, while President Biden called flexibility on such rules and boosting imports top priorities amid parents’ growing concerns about shortages.

“There’s nothing more urgent we’re working on,” said Mr. Biden. ”And I think we’re going to be making some significant progress very shortly.”
