WASHINGTON—Congress prepared to pass legislation extending government spending through Dec. 3 and avert a shutdown hours before current funding expires.

Senate Majority Leader Chuck Schumer (D., N.Y.) announced an agreement with Republicans on Wednesday night that sets up a series of votes on GOP-led amendments before expected passage of the funding measure. The legislation will then go to the House, where it is expected to quickly pass. President Biden must sign the bill before midnight to avoid a partial government shutdown.
