A Food and Drug Administration advisory panel offered a limited endorsement of booster shots of the Covid-19 vaccine from Pfizer Inc. and BioNTech SE , recommending shots for adults 65 years and older and those at high risk of severe disease, but falling short of the broader recommendation the Biden administration had planned for.

The outside panel’s action comes as the dangerous Delta variant continues to spread in the U.S. and federal health officials hope that additional doses will sustain protection in people who have been previously vaccinated.
