WASHINGTON—President-elect Joe Biden finalized his cabinet slate Thursday night.

Mr. Biden announced Rhode Island Gov. Gina Raimondo as his commerce secretary pick, Boston Mayor Marty Walsh to be labor secretary and Isabel Guzman, a California economic development official, to lead the Small Business Administration.

He also named Don Graves, a former economic adviser to Mr. Biden, as the nominee for deputy commerce secretary.

“This team will help us emerge from the most inequitable economic and jobs crisis in modern history by building an economy where every American is in on the deal,’’ Mr. Biden said in a statement. “They share my belief that the middle class built this country and that unions built the middle class.”

“They know how to work with states, cities, small towns, and tribal communities, along with labor, entrepreneurs, and businesses to get things done for American workers,” he said.
