WASHINGTON—President-elect Joe Biden was expected to finalize his cabinet slate Thursday.

People familiar with the matter said Mr. Biden would soon announce Rhode Island Gov. Gina Raimondo as his commerce secretary, Boston Mayor Marty Walsh to be labor secretary and Isabel Guzman, a California economic development official, to lead the Small Business Administration.

Mr. Biden is also expected to nominate Don Graves, one of his former economic advisers, as deputy commerce secretary, the people said.

Mr. Biden still hasn’t announced his choice to lead the Central Intelligence Agency, but the position isn’t expected to be cabinet-level, according to a transition official.

Ms. Raimondo was elected as the first female governor of Rhode Island in 2014. Before that, she served as the state’s general treasurer. She also led the Democratic Governors Association from 2018 to 2019.
