WASHINGTON—The Army Corps of Engineers rejected environmental permits for the massive Pebble Mine in Alaska, a likely death blow for plans to excavate hundreds of billions of dollars worth of gold and copper in a pristine wilderness.

Pebble Mine had drawn opposition from environmentalists, who were joined by some conservatives who said the open pit mine would jeopardize one of the world’s largest wild salmon populations in the Bristol Bay region.
