A group of U.S. renewable-energy developers is making a $6 billion offer to solar manufacturers: Build panels in the U.S. and we will buy them.

The group—AES Clearway Energy Group, Cypress Creek Renewables and D.E. Shaw Renewable Investments—is offering to buy as much as 7 gigawatts worth of U.S.-made solar panels a year. That is equivalent to more than a quarter of what the U.S. installed last year.
